With respect to the Kuriles, I believe Russia will not ever cede them to Japan because of concerns the Japanese would allow the USA to shift their naval forces there in order to get them out of Okinawa and Yokosuka, where they are unpopular (especially in Okinawa). It would cost a lot of money as a startup, but might pay strategic dividends as it would directly interdict the access of Russia's Pacific Fleet to the Sea of Okhotsk, and generally establish an American military presence in an area that is traditionally under Russian sovereignty.
